Go to a command prompt:
Type: netsh and press enter.
This will bring you to a net shell
Next type: interface and press enter.
Next type: ip and press enter.

Your screen should resemble this:
netsh interface ip>

Next type: reset tcplog.txt and press enter.

You have just reinstalled TCP/IP in XP
It's that easy, no need to even restart
